40,000 unscrupulous electricity consumers were found in Khakassia during the analysis by the specialists of Rosseti Sibir company of the republic. Most of the violators are residents of Abakan-Montenegro agglomeration.
According to the energy company, one of the main criteria for the reliable and uninterrupted operation of electric networks is compliance with the maximum permissible mode of energy consumption. If the conditional owner of the mansion does not exceed the volumes allowed by the technical conditions and the electricity supply contract, then the network operates without overloading and emergency shutdowns.
Non-fulfillment of contractual obligations threatens with negative consequences: premature wear and failure of electrical network equipment, emergency situations or a decline in the quality of electricity.
“Residents, having connected to 15 kW power networks at a preferential rate, very often begin to abuse and try to bypass the established power limit. Agree, it is unfair when two neighbors use equally large volumes of maximum power, but one of them paid the full amount under the technical connection contract, and the other paid for a significantly lower capacity technical connection. The balance of interests is violated. There is another side to this problem. when it is overloaded, the power equipment suffers a lot,” comments Nikolay Shepyrev, director of the Khakasenergo branch of “Rossetti Siberia” CJSC.
In Khakassia, instead of the installed capacity of 150 kW for ten consumers, the total demand capacity in the transformer substation often reaches 250, 300, 400 kW… What will happen if the capacity is exceeded? With a small excess, about the same thing happens as in some apartments, if you turn on the water higher than the pipe while taking a shower, the voltage drops for consumers, as happened in Kalinino. If the excess is large, the equipment overheats and fails. To avoid this, the legislation regulates the concept of “supreme power”.
In case of exceeding the maximum capacity, the network company is obliged to react to protect electrical equipment from accidents and prevent unauthorized oversupply of electricity.
It was the re-contractual consumption that caused the power supply failure in Khakassia in December of last year, when the cable lines failed due to the significant network load. Then the houses in Kalinino-3 and “Novi” Raztsvet were left without electricity. The volume of load for 626 consumers increased by 30% or 27.1 MW above the allowed contractual norm.
It is impossible to comply with the standards at once. not all meters installed earlier are equipped with power limiting function. Accordingly, energy workers do a huge amount of work literally by hand.
“Excess of electricity by the subscriber can be determined only by control measurements directly at the place of electricity consumption, that is, at home, both manually and using measuring instruments and metering devices. Another option is remote readings, but not all consumers are equipped with smart meters yet,” Nikolay Shepirev added.
Based on the results of the analysis, until the end of September, the energy companies should process about 40 thousand metering points, where an excess of the permissible capacity was registered, reports the press service of Rosseti Sibir – Khakasenergo.
